Changing Indonesian Parliament System

We have to admit that Indonesian parliament system is a very confusing legislative system. If we compare Indonesian parliament system with the UK Parliament system, we will find many differences. We take UK Parliament as an example because it is one of the oldest representative assemblies in the world. Parliamentary government in the United Kingdom is based on a two-chamber system. The House of Lords (the upper House) and the House of Commons (the lower house) sit separately and are constituted on entirely different principles. The legislative process involves both Houses. In Indonesia, MPR play role as the upper house of legislative branch and DPR as a lower class of legislative branch. The legislative process in Indonesia does not involve both Houses. Only DPR play role in legislative daily activity.
We have to see, have Indonesian parliament play as a real parliament or not by resulting few things from the basic functions of Parliament such below.
¿ Examine proposals for new laws
¿ Provide, by voting for taxation, the means of carrying on the work of government
¿ Scrutinize government policy and administration, including proposals for expenditure
¿ Debate the major issues of the day.
Indonesian parliament has a maximum duration of five years. During that time, we see that Indonesian parliament never playing their function maximally. Proposals for new law they made are not much comparing to the needs of law. Others problem are much more specific, showing how Indonesian Parliament cannot make their function to be better. Corruption, collusion, and nepotism have been being usual activity in Indonesian Parliament.
From those reasons, we can see how this country needs a new parliament system. Indonesia needs a healthy system that can make DPR and MPR play role as a real parliament. A system, which can push them to do legislative branch work and proving to the society that they are exist.
However, it is not an easy thing to change this system. We see that Indonesian willingness to do this are facing political needs of every political party and also needs of a few people to take a power. But we have to see that this things causing impact to the unclear parliament system. Since, parliament is the most vital component in holding a governmental scheme. The unclear function of each legislative chamber (MPR and DPR) causing the work of parliament became worse.
To make Indonesian parliament existence can be felt by whole Indonesian people is a very big work for people here. And Indonesian does not have to be shy to work to others country about how to held a very good parliament system, something that is happened to the most Indonesian people. The most important thing is stay focus to make a good country for all Indonesian.
